I reveiwed this pleasant looking website and found on their packages they offered $597/month.

The second spot hid their pricing and requires you to request a quotation.

The third spot again hid their pricing like the prior.

The fourth spot also hid their pricing!

The fifth spot actually posted their rates and the lowest priced package was $249/month

The sixth position hid their pricing.

The seventh position priced their lowest package at $299/month UK currency with a max 2month campaign.  (sounds fishy to me)  why a maximum?

The eight position hid their pricing.

The eight position created audit reports with a cost of $750!  for a report?!

The tenth position was a dead link.

Over all I have concluded that all SEO companies did not deserve to be on the first page of Google for "affordable seo services" accept for the 5th position company which actually outlined their services and offered reasonable rates.
